- The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Education for Human Capital Development Project and intends to apply part of the proceeds toward payments under the contract for the Construction of New Schools in Dhuusamareeb and Hobyo – Galmudug (6 lots) “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
- The Ministry of Education Culture and Higher Education of, Galmudug, State of Somalia now invites sealed Bids from eligible Bidders for the Construction of New Schools in Dhuusamareeb and Hobyo – Galmudug (6 lots).
- Pre-bid meeting. Bidder’s designated representative is invited to attend a virtual pre-Bid meeting (non-compulsory) on 07 March 2026. The purpose of the meeting will be to clarify issues and to answer questions on the bidding document. - Bids will be evaluated Lot wise. The contract(s) will be awarded to the Bidder offering the lowest evaluated cost to the Employer for the respective Lot, subject to the selected Bidder meeting the required qualification criteria as the case may be. Bidders can apply for one or more Lots. However, the lowest evaluated responsive bidder may be awarded a maximum of two lots. (The Employer reserves the right to determine which lots will be awarded, considering the geographic proximity of the sites.)
- Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “[Procurement](http://www.worldbank.org/html/opr/procure/guidelin.html) Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 1st, 2016 revised November 2017 August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
