Job Description

Position: Project Technical Officer – Galkacyo

Reports to: Project Coordinator

Supervision of: None

Duty station: Galkacyo

Duration and type of contract: 18 months (Extension subject to Funding availability)

1. Role and responsibilities

  • Lead the implementation of resilience and livelihood, agriculture activities in accordance with project proposals, work plans, and donor requirements.
  • Coordinate with local authorities, community leaders, and relevant stakeholders to ensure effective project delivery.
  • Support activities such as climate-resilient livelihoods, small business support, and community resilience initiatives.
  • Ensure timely delivery of project outputs and achievement of planned targets.
  • Facilitate community consultations to identify priority resilience needs.
  • Ensure transparent and inclusive beneficiary selection processes targeting vulnerable groups including IDPs, women, youth, and marginalized households.
  • Support the formation and strengthening of community committees and local resilience structures.
  • Promote community ownership and participation in resilience initiatives.
  • Maintain regular coordination with local authorities, line ministries, and humanitarian/development partners.
  • Prepare regular project progress reports (weekly, monthly, and quarterly).
  • Track project indicators and contribute to donor reporting requirements.
  • Maintain proper documentation of project activities, beneficiary records, and verification processes.
  • Support preparation of case studies, assessments, and evaluation reports.
  • Conduct regular field monitoring to ensure activities are implemented according to plans and quality standards.
  • Support data collection, beneficiary tracking, and documentation of project progress.
  • Ensure accountability to affected populations through feedback and complaint mechanisms.
  • Document best practices, lessons learned, and success stories.
  • Assist in budget monitoring and expenditure tracking.
  • Ensure compliance with organizational policies and donor requirements.
  • Support alignment of project activities with district or regional development plans.
  • Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders.
  • With supervision of Project Coordinator, recruit, train, and manage incentive workers including extension workers.
  • Provides administrative and operational support on implementation of project in collaboration with operations team members (i.e. Logistic and Procurement, Finance, Human Resource).
  • Provide logistical support for activities (i.e., meetings, workshops, trainings, seminars, conferences, travel missions).
  • Maintain up–to–date files and records of project documentation, to support project auditing issues.
  • Organize day-to-day logistics, administration, and personnel activities together with the other sectors
  • Any other assignment as may be required by the project Coordinator

Skills and qualifications

Qualifications:

  • A bachelor’s degree in the social sciences, development studies or related
    field

Specific Professional Experience:

  • A minimum of 3–5 years of work experience in programme administration or other related fields; work experience in the resilience and durable solutions sector.
  • Basic computer skills in Microsoft Office (MS Excel, Word, and Outlook)
  • Good communication and interpersonal skills
  • Strong organisational and teamwork skills
  • Good cultural awareness and sensitivity
  • Highly approachable, trustworthy, and confidential
  • Ability to work in English (written/spoken)
