Duties and Responsibilities

1. Background of the assignment: Within the framework of the UNODC Regional Program for Eastern Africa (2016-2026) and its respective mandates, UNODC, through its Regional Office for Eastern Africa (ROEA), aims, among other objectives, to promote and support effective responses by Member States in Eastern Africa to transnational organized crime and illicit trafficking at the legal, technical, and policy levels. UNODC does so primarily through its regional programme on Transnational Organized Crime and Illicit Trafficking Programme. Accordingly, the UNODC ROEA Transnational Organized Crime and Illicit Trafficking Program is pivotal to UNODC’s mandate, assisting Member States in preventing, suppressing, and prosecuting transnational organized crime and related offenses in Eastern Africa. In turn, the program is implemented through various outputs and activities, including technical and legal advice, capacity building through training activities, procurement, and facilitation of national coordination and international cooperation. As the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocol to Prevent, Suppress and Punish Trafficking in Persons (TIP), especially Women and Children (Trafficking in Persons Protocol) and the Protocol against the Smuggling of Migrants (SOM) by Land, Sea and Air (Smuggling of Migrants Protocol), both supplementing the Convention, UNODC is mandated to promote global adherence to these instruments and to assist Member States in implementing them through the provision of technical assistance. UNODC, in the context of the UNODC Regional Program and its sub-program on Transnational Organized Crime and Illicit Trafficking, is currently implementing program activities as part of the “Better Migration Management (BMM) program Phase IV”, aimed at improving migration management in the region and specifically addressing the trafficking in Persons and smuggling of migrants within and from the Horn of Africa. One of the key priorities of the BMM program is to promote the rights of TIP victims and those of migrants and to protect them from violence, abuse, and exploitation, especially by organized crime syndicates. Under the BMM IV project, UNODC is implementing training workshops on detection of victims of TIP and SOM including investigation of TIP and SOM cases through simulated scenario-based exercises. 3. Specific tasks to be performed by the consultant: Under overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes and direct supervision of the Crime Prevention and Criminal Justice Officer (Regional Coordinator, BMM) and in close consultation with country programme officers, programme staff, and consultants, the Consultant will: • Facilitate a simulation scenario-based training on detection and investigations of Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) cases in Djibouti. 4.
