The Somaliland Development Fund (SDF) Phase 3 aims to strengthen the climate resilience of
vulnerable communities in Somaliland while creating increased income and job opportunities,
thereby helping to reduce poverty. SDF3’s ambitions are aligned with NDP3 and reflect the
priorities set out in Somaliland Vision 2030.
The SDF has allocated funds to the Ministry of Water Resources Development (MoWRD) for the
implementation of the Burao Water Supply System Expansion Project. As part of this project,
MoWRD intends to use parts of these funds for the Construction of Storage Tanks and Associated
Infrastructure in Burao City. The works will be carried out in two (02) separate lots/contracts:
• Lot-3 [Construction of One (1) No. 500 m³ Ground Tanks and Associated Infrastructure at the
Main Booster Station]
• Lot-4 [Construction of One (1) 500 m³ Ground Tank (Eastern), One (1) 250 m³ Elevated Tank,
and Associated Infrastructure]
The Somaliland Development Fund Secretariat now invites sealed bids from eligible and qualified
bidders for the Construction of Storage Tanks and Associated Infrastructure in Burao City, as
described in detail in the bidding documents.
How to apply
Bidding will be in accordance with the International Competitive Bidding procedures as specified in
the SDF procurement manual which can be found at the SDF website via the link: SDF3 – Procurement Manual.pdf and is open to all eligible bidders.
Interested firms can request for the bidding documents from the SDF Secretariat at the physical
address or via the emails indicated below. Bidding documents will be shared electronically.
Interested firms are strongly encouraged to attend the Pre-Bid Meeting scheduled on Monday, 20th
April 2026, at 10 00 hours at the SDF Secretariat Offices at the address below.
None-attendance of the Pre-Bid meeting does not disqualify a firm from bidding.
A site visit shall not be organized.
Sealed Bids must be delivered to the address below on or before Sunday, 3
rd May 2026 at 11:00
hours East African Standard Time. Electronic submission of bids will not be permitted. Late bids
will be rejected.
Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone
who chooses to attend at the address below on Sunday, 3
rd May 2026, immediately after the
deadline for the submission of Bids.
