Background

NRC has provided first-line humanitarian response since 2021 through multisectoral activities in shelter, education, livelihoods and food security, and information, counselling, and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Cash & Market Systems, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRC’s East & South Africa regional operation, which comprises large-scale multi-country humanitarian and early recovery interventions spread across ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.

Responsibilities

The Project Coordinator will lead the implementation of the KOBAC project at field level in Jowhar and serve as the primary focal point for engagement with municipal and state authorities. The role ensures effective coordination, timely delivery of activities, alignment with government priorities, and integration of community needs into implementation.

Generic responsibilities

  • Compliance with and adherence to NRC policies, guidance, and procedures
  • Support the implementation and coordination of projects, including programme development, and reporting in line with donor requirements .
  • Build strong working relationships with NRC and government authority and other relevent stakeholders to ensure timely project deliverables and successful project completion.
  • Responsible to ensure full compliance of the different Integrated  project components in relation to grant management and project cycle management processes
  • Liaise with government stakeholders at national level to ensure appropriate accountability and build ownership.
  • Establish, maintain, and coordinate successful relationships with internal and external stakeholders.
  • Provide guidance and advice to senior technical staff and programme teams on donor rules, regulations and requirements that may have an impact on the durable solutions projects.
  • Contribute to the development of relevant tools, standards and systems that are relevant to the integrated durable solutions project.

Specific responsibilities

  1. Project Implementation and Coordination
  • Lead day-to-day implementation of KOBAC activities at field level
  • Coordinate project delivery across sectors, including government support, infrastructure, health, and livelihoods
  • Ensure implementation is aligned with approved workplans, timelines, and budgets
  • Facilitate coordination between NRC, partners, and government stakeholders
  1. Government Engagement and Representation
  • Serve as the primary focal point for engagement with Jowhar Municipality and relevant state authorities
  • Support government leadership in coordinating project-related activities
  • Ensure consistent communication and alignment between NRC and authorities
  • Facilitate participation of government stakeholders in planning, implementation, and monitoring
  1. Planning and Adaptive Management
  • Support detailed planning and sequencing of project activities at field level
  • Monitor implementation progress and identify bottlenecks
  • Propose practical solutions to address operational challenges
  • Ensure community feedback is integrated into planning and delivery
  1. Monitoring, Reporting, and Documentation
  • Track implementation progress against plans and indicators
  • Ensure timely and accurate reporting of activities and results
  • Support documentation of lessons learned and good practices
  • Facilitate joint monitoring activities with government stakeholders
  1. Community Engagement Support
  • Support municipal-led community engagement processes
  • Promote inclusive participation of displacement-affected communities, including women and youth
  • Ensure community feedback informs implementation and decision-making
  1. Working Arrangement

The Project Coordinator will be based in Jowhar and embedded within municipal coordination structures to support implementation. The role will operate under a dual working arrangement, maintaining accountability to NRC while working closely with municipal authorities on a day-to-day basis. Recruitment for this position will be conducted jointly by NRC and Jowhar Municipality.

Skills and qualifications

Professional competencies

Generic professional competencies: 

  • Bachelor’s degree in development studies, social studies / other relevant field/ the equivalent.
  • Minimum four years’ experience in humanitarian or development programming.
  • Experience in project coordination and stakeholder engagement.
  • Experience working in complex and volatile contexts.
  • Strong coordination and stakeholder management skills
  • Strong planning and organizational skills
  • Strong understanding of Somalia context, particularly governance and displacement
  • Ability to work effectively within government systems
  • Experience working with government institutions is highly desirable.
  • Documented results related to the position’s responsibilities
  • Problem-solving and adaptive management
  • Excellent communication and reporting skills
  • Knowledge about own skills/profile
  • Experience working in Somalia.
