PURPOSE OF THIS CONSULTANCY
Oxfam is a global movement dedicated to ending poverty and has been active in Somalia and Somaliland since the 1970s, supporting development and lifesaving programs. It has been instrumental in the growth of Somali civil society and advocates for women’s rights and gender equality. Comprising 19 organizations, Oxfam operates in more than 90 countries and is guided by the values of Empowerment, Accountability, and Inclusiveness. In 2021, Oxfam launched a 10-year strategy focused on economic development, inclusive governance, gender justice, conflict-sensitive humanitarian response, and climate resilience.
As requested by the Ministry of Livestock and Rural Development, Oxfam will support recruitment of an experienced consultant to provide technical support for the review and the completion of the national Dairy and meat bills and review existing guidelines for meat standards and slaughterhouse protocols. These Terms of Reference (TOR) outlines the Technical Consultant to revise, standardize, and finalize the Somaliland Dairy Act and its relevant regulatory tools and policies. Oxfam will recruit a qualified individual consultant to work closely with the Ministry and relevant stakeholders to finalize the Somaliland Dairy Act and a set of regulatory bills and instruments, and to support their validation. Accordingly, the Technical Consultant will lead this process under Oxfam’s oversight, in close collaboration with the Ministry of Livestock and Rural Development.
SCOPE OF WORK
- Inception and document the review
– Review all the relevant currently existing and available drafted laws, policies, and regulations
– Carry out the act, policies, and regulations gap analysis and prepare an inception report based on the gap analysis.
- Act and relevant document technical review.
– Revise the Somaliland Diary Act and set of regulatory bills
– Revise the relevant policies, procedures, and tools for the Dairy Act
- Relevant Stakeholder Consultation
– Lead the consultation meeting with relevant stakeholders, including ministries, vet associations, livestock subsector traders, dairy value chain groups and producers, dairy end users, and international and national organizations.
- Conduct a Validation workshop
– Prepare all necessary engagements for the validation workshop
– Lead facilitation of technical sessions with participation from both Oxfam and Ministry levels, in coordination with relevant teams and groups
– Consolidate feedback and update the final Diary act with its tools
- Final Submission
The Technical consultant will finally share and submit a clean, final version of the Dairy Act and achievement report.
Overall objective
The purpose of this consultancy is to provide a technical review and to finalize the Somaliland Dairy and Meat Acts, along with other relevant legal and technical tools, for submission to the Somaliland cabinet Ministries and the Parliament for ratification and implementation.
Specific Objectives
– Review draft documents and assess their alignment with the Somaliland National Development Plan, laws, and policies.
– Standardize the draft acts, policies, and regulatory tools to align with relevant international best practices and standards.
– Lead discussions and consultation meetings with relevant government ministries, the private sector, CSOs, and other international development partners.
– Adjust and modify the act and all relevant documents and tools based on key stakeholders’ comments and feedback.
– Conduct a validation workshop to incorporate final comments.
– Share the finalized version of the Pills/act, policies, and regulatory tools, ready for Oxfam to submit for formal government approval.
Planned timeline
This consultancy is expected to be completed within 18 working days from the initial date of the contract agreement. The consultant will be based in Hargeisa, Somaliland, and will work closely with the Ministry of Livestock and Rural Development and Oxfam.
