MSF is an independent humanitarian medical organization providing emergency medical aid to populationsin need. MSF Somalia mission is seeking a qualified person for the position below:
Job Title : PHARMACY SUPERVISOR
Work Location : Galkayo- North – MUDUG – SOMALIA
Start date : As soon as possible
Length of contract : Fixed term (1year) 100% with 3 months’ probation period.
Main Purpose:
Ensuring general functioning of the pharmacy and supervising pharmacy supply chain processes in accordance with MSF standards, protocols and procedures, in order to ensure its efficiency and operating availability.
Accountabilities
· Ensuring storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material, according to MSF protocols, national regulations and in cooperation with the logistics department.
· Coordinating the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.
· Supervising orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints.
· Supervising the supply of drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression
· Ensuring efficient supply to other pharmacies managed/supported by MSF according to orders and stocks, and using cold chain when needed. Monitoring and analysing orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs.
· Supervising, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
· Supervise and track the consumption within the departments in collaboration with Nurse & Medical supervisors in both GAS and GAN hospitals, as well as in the outreach.
· Recording all items received and issued in computer and reporting on drugs’ consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability.
· Assisting in training of nursing staff regarding dispensing of drugs and their side effects.
· Assisting training in person for both GAS and GAN pharmacy storekeepers.
Other tasks include, but are not limited to
· Prepare the data needed for the forecasting (FMC) process, in close collaboration with the MTL & the project medical team, and for the preparation of the international medical order.
· Monthly data monitoring and consumption analysis (CDT) for over- and under-consumed items.
· Managing monthly medical orders GAN, GAS, and TB to their dispensaries & Inpatients department.
· Together with Medical & Nursing activity managers, follow up on the rational use of drugs and do regular prescription checks.
· Contribute to the Antimicrobial Stewardship Committee with consumption figures and consumption control.
· Focal point on Pharmacovigilance reports from medical teams at the project (both Hospitals & outreach).
· Focal point for quality medical issues and reporting in both GAS and GAN
· Attend and contribute to the medical-supply meeting (TSR analysis). Follow up on EBC donations and overstocks.
· Follow up on Open vial policy (in close collaboration with the NAM & D-NAM). Liaise with NAM & MAM as well as the medical supervisor (Clinical Lead) to improve the quality of dispensing.
· Ensure monthly stock cards update (daily activity) and stock analysis (TSR-monthly activity in close collaboration with the MTL)
· Monitor and maintain strict cold chain storage and transport protocols for temperature-sensitive drugs (including from Nairobi to GAN/GAS to Garowe, from the Central pharmacy to the IPD/OPD departments, and from the central pharmacy to GAS pharmacy and therefore to the IPD department & outreach activities)
· Preparing monthly medical orders from the warehouse to the central pharmacy & Weekly supplies for GAN MSF supported
departments;
· Ensure all facilities maintain proper hygiene, security, temperature, humidity, and light exposure.
· Training of staff to tally the consumption sheet & manage leave plans for pharmacy staff.
· Preparing the bi-weekly consumption sheet and sharing it with the concerned team
· Assess knowledge gaps, propose LnD activities for the pharmacy staff, and train pharmacy store keepers, dispensers, and
nursing staff on proper stock management, drug dispensing, side effects, and patient counseling (including TB in close
collaboration with the Mental Health Manager)
· Based on the LnD plan, suggest conducting training of national staff on pharmacy-related topics according to the guidelines
and needs.
· Ensure 24 hours medicine supply for departments according to needs and proper record keeping.
· Management of Narcotic drugs and record keeping as per the project SOP.
· Weekly consumption spot-checks within the departments to ensure accountability & traceability of the supplies provided
to the different departments
· Manage permits, controlled drug registries, and collaborate with local authorities (e.g., Ministry of Health) to ensure
proper usage and compliance with MSF internal procedures as well as external (MoH)
· Support the Mission Pharmacy Manager, supply & Watsan teams in safely disposing of expired items according to local
and MSF regulations

Skills and qualifications

Requirements
Education

  • Essential & mandatory, Bachelor degree of pharmacy
    · Preferred, degree in pharmacy management or medical profile.
    · Valid professional registration or license to practice.
    Experience
  • Proven experience in pharmacy supply chain, ideally in humanitarian or resource-limited
    settings, at least 2-year certified work experience as a pharmacy supervision
    Languages
  • Mission language (English) and local language essential (Somali)
    Knowledge
  • Essential computer literacy (word, excel and internet)
