Job Description

MSF is an independent humanitarian medical organization providing emergency medical aid to populationsin need. MSF Somalia mission is seeking a qualified person for the position below:
Job Title : Deputy Nursing Activity Manager
Work Location : Galkayo- South – MUDUG – SOMALIA
Start date : As soon as possible
Length of contract : Fixed term (1year) 100% with 3 months’ probation period.
Main Purpose:
Through delegated tasks and responsibilities, Support the Project Nursing Activity Manager (NAM) in GAS MDO Hospital to ensure Nursing activities are aligned with the MSF Nursing Care Framework (including Clinical Nursing Care, Management and Supervision).
Among others, support and collaborate in defining, organize, implement and follow up all care and nursing related activities in the project, ensuring the daily management of the human resources as well as the implementation of the MSF nursing protocols, in order to warrant efficiency, quality and continuity of prescribed care in Galkayo South Hospital (MD0)

Accountabilities
· Support the Nursing & Midwife Activity Managers in planning, organizing all nursing related activities within GAS MDO Hospital departments units (Triage, ER, IPD, maternity, Neonatology, etc.), specifically its organization design, sizing, as well as participating in the definition and update of its associated budget in order to efficiently maintain the continuity of the high-quality care standard services provided to patients.
· Ensure effective supervision and coordination of nursing teams in Emergency Room, Pediatric In-patient, Neonatal Nursery Unit (NNU), and Maternity.
· Identify specific Nursing indicators in order to monitor the IPC & the Nursing activities results achievement using the concrete tools to measure and follow up those activities;
· Ensure implementation and adherence to MSF nursing, pediatric, neonatal, maternity, vaccination and IPC updated protocols in all supervised departments.
· Participate and contribute in the definition and update of the project strategy, annual plan and budgets.
· Plan and supervise the HR associated processes (Learning & Development/capacity building, evaluation, development and internal communication);
· Identify training needs for nursing staff and organize Continuous Medical Education (CME), bedside coaching and on-job trainings.
· Provide Nursing & clinical support supervision, coach, train and motivate the Nursing teams in the project in order to align all field staff with MSF values and ethics, and ensuring their capability to carry out their job achieving MSF quality standards & patients cantered approach:
· When requested, participate in the induction process of all new MSF Staff.
§ Carrying out medical briefings and debriefings.
§ Identifying training needs for nursing staff.
§ Identifying personnel showing potential.
§ Supervising and carrying out technical evaluations.
§ Promoting strict follow-up of MSF values and ethics by all staff and identifying any possible issue regarding this matter.
· Support the supervisors to gain autonomy (Rosters, DHIS data collection, analysis & interpretation; and other administrative responsibilities according to their needs).
· Work in close collaboration with the NAM, D-MAM, MAM, MDO Medical supervisor & MDO Hospital Director in order to improve global organization of nursing hospital activity including IPC & WatSan (Hygiene/Cleanse).
· Monitor Patient daily food ration (Hygiene, quality, quantity, satisfaction, etc.), and support the HP team in collecting patients’ satisfaction on a periodical basis.
· Monitor medical supplies (drugs, consumables) consumption, medical equipment’ usage; supervise the preparation of the weekly medical supply consumption, as well as the weekly Orders to the Pharmacy stock. Ensure proper recording, tracking of off all supplies used within the different department
· In accordance with medical prescriptions and according to protocols in force, supervise the distribution of drugs and equipment as well as train nursing staff to ensure a rationale use of both.
· Be responsible for the patients’ monitoring in wards and train nursing staff on Patient Therapeutic Education (PTE), i.e., keeping contact with all patients, informing them regularly about their health state and responding to their questions.
EXTERNAL VACANCY
· In close coordination with the Lab Manager, supervise laboratory outputs related to nursing activities by ensuring on-time & accurate sample collection & investigation report.
· Participate in the periodical reports (Weekly update, MMR, DHIS2 update, Nursing Audit, etc.)
· Participating and contributing in the monthly activity planning in order to develop the action points or specific given tasks by NAM.
· Support supervision of the vaccination activities and malnutrition screening activities according to MSF and national guidelines.
· Identify personnel showing leadership potential and support their professional development.
Report to the line manager on any relevant information linked to the nursing activities and actively participates in monthly reports and definition of annual planning, budget for the project.
Specific to IECHP support:
Through HP supervisor’s support,
· Collect information on the context (local culture, traditions, habits, perceptions of illness and health seeking behavior) to adapt health messages, medical activities and conduct the social mapping (villages, populations, actors);
· Upon request; Assess, contribute to the development and HP/IEC materials adjustment according to the local social & cultural context as well as the needs of the project. Ensure content and format have been reviewed by the medical teams and coordinators, pre-tested with target groups in order to ensure the adequacy, relevance, full understanding of the messages;
· Upon request, liaise with other relevant actors (national and International NGO’s, authorities) also involved in prevention activities, analyzing interventions and building cooperative relationships and advocacy, in order to enhance the influence of the campaigns and messages and to improve awareness among the targeted population;
· Ensure regular collaboration and coordination with the MSF medical team, to guarantee that the HP is part of medical activities and contribute to the medical objectives of the project.
Other tasks include, but are not limited to Specific Responsibilities and Tasks:
1. General Knowledge of MSF and Safety at work
· Co-operation with the colleagues of own and other departments
· Is aware of activities of other departments and respect specific rules and procedures
· Respect the dignity of patients, caretakers and colleagues.
· Ensure all staff supervised by him/her complies with the health and safety rules / instructions of the supervisor for wearing protective gears (if/where) related to the job for the sites.
· Respect medical ethics at all times. Ensures that all medical employees promote and maintain confidentiality regarding all patient cases and records.
2. General
· Define, organize and follow-up all Clinical Nursing Care related activities in GAS MDO Hospital and provide technical guidance and mentoring to the MoH Nursing Team Supervisors, IPC Supervisor and other nursing staff in all departments supported by MSF.
· Assist the medical team in the preparation, response and coordination of the activities concerning Outbreak Response, Mass causalities plan, etc.
· Collaborate with designated support staff (both at field & project coordination level) to ensure that problems are identified, discussed and resolved in a satisfactory manner that does not compromise the quality and provision of free care.
3. Medical activities management
· Participate in the daily ward rounds in the inpatient departments, ensure patients’ monitoring as well as bedside training and hands on coaching for nursing and nutrition staffs attending the ward round are done in line with the MSF guideline (including Nursing guideline, Pediatric guideline, Neonatology, obstetric, etc).
· Ensure that all members of the medical team follow hygiene & standards and Universal Precautions.
· Strengthening IPC measures in all health facilities and mobile clinics supported by MSF according to IPC action plan & Support IPC supervisor in the hospital and ensure IPC audits are done regularly (HH, SIPCA- Stepwise IPC Approach) to IPC improvement
· Reinforces skills of all nursing employees by identifying training needs, participating/facilitating in the medical training (CME and/or Job training) in collaboration with the designated support team.
· Ensure appropriate use and maintenance of the biomed equipment in the wards (daily/weekly preventive maintenance).
· Ensure proper drugs’ management in the departments as well as consumption tracking and follow up of order request procedures: Monitor drug consumption and supervise the weekly preparation of Drug Orders to the Pharmacy stock.
· Work with all the NTS supervisor & Medical/Nursing staff in the wards to ensure the proper recording consumptions of drugs and materials in collaboration with the Unit Supervisor.
· Ensures appropriate storage of all drugs and other medical supplies (in the ward stock in ER IPD, NNU and maternity and Dispensary) are aligned with the best practice of storage & existing SOP.
· Ensure the existing medical equipment is matches the patients Load & MSF standards.
· Monitors the quality of medical activities in all medical departments, include patients’ safety and feedback
· Identify and report the incidents and medical errors. Contribute to the implementation and tracking of the Quality care indicators.
· Ensures that policy and procedures in case of accidental blood exposure are well known and followed up.
· Ensures appropriate follow up of Extended Program on Immunization (EPI) activities in the whole Hospital’s departments.
· Ensures that dressing, sterilization and injection are done properly in collaboration with the unit supervisor.
· Ensure that the patient education is done properly and continuously, organize sessions with the nurse supervisor and nutrition staffs, and collaborate with the MTL, MAM, NAM, MWAM and MoH seconded doctors in uploading complicated cases through telemedicine platform.
· In collaboration with Health educator/supervisor, reviews the “Health Promotion Messages” given to patients and caretakers in all MSF supported department in the project, including hospital rules, patient’s rights and duties, hygiene practices.
4. Data Collection and Reporting
· Quality monitoring by regularly checking of patient files to ensure proper documentation, recording and data collections.
· Analyze the nursing and nutrition data (e.g., using MSF tools) and give update information and input of results and conclusions on timely basis.
· To assist in organizing monthly and IPC Nursing Supervisor meetings (support provided in taking its minutes and share the minute with the /Nursing activity manager (NAM), the Project Medical Referent (PMR) and other relevant stakeholders.
· Responsible for writing relevant parts/portion of the MMR and timely submission to the NAM.
· Contributes to the analysis of consumption trends and stock levels at end of user units and timely alert on any expiry before consumption, pre-rupture, rupture, etc
· Ensure all departments are issued with all the necessary forms for management of patients, collections of statistics and daily consumptions.
· Participates in the reports according to guidelines (weekly SitRep, medical statistical reports, etc…)
· Participates in the epidemiological reports related to health facilities in the project area.
· Reports directly to the line manager of any problems that might be linked to work of nursing and medical employees as well as problematic equipment or material (for instance broken, malfunctioning, missing…)
5. Communication
· To assist in organizing Medical Supervisor meetings, taking its minutes and share the minute with the D-MAM, MAM, Nurse Activity Manger, MTL & other stakeholders.
· Organizes and participates in meetings in health facility with all medical employees according to schedule (2 times per week-departmental meeting, 2 times per month- interdepartmental meeting, 1 bi-monthly extended medical meeting, 1 quarterly all medical staff meeting, etc).
· Follow up on any action points that were pending from the above meeting.
6. Team Management
· Effective and efficient manage the department supervisors (based on their respective Job Description) such ER, IPDs, OT, according to MSF Policies and Values
· Ensures that regular performance evaluations of all Nursing employees in the project are properly done.
· Ensures that medical team duty roster is done on monthly basis.
· Reports any issues related to disciplinary to the Admin Assistant, NAM, MAM, Dep PC, & PMT.
· Promotes communication and active participation of all medical employees in the project and promotes MSF values.
· Facilitates and ensure the transfer of information from one duty team to another.
· Supports nurse team supervisors with the general organization of clinical Nursing care in all MSF supported departments in GAS MDO Hospital.
7. Additional Tasks:
· Can be asked to make rapid field assessment for any medical/humanitarian emergency (mass casuality response, diseases outbreak).
· Be flexible and be able to give assistance with different activities not included in this primary job description

Requirements
Education

  • Essential, Bachelor degree in Nursing, or certified diploma
    Desirable Experience
  • Essential previous working experience of at least two years as a Nurse Team Supervisor within the Hospital
    · Supervising multiple departments including inpatient, emergency, maternity, neonatal or outreach
    services.
    Languages · Essential skill (Fluent writing & speaking) Somali & English (minimum B2)
    Knowledge • Essential computer literacy (Word, Excel, internet, Outlook, Teams)
