The Ministry of Health, Puntland State of Somalia, with financial support from the United Nations
Children’s Fund (UNICEF) under the WASH Results Work Plan 2026–2027, hereby invites sealed
bids from eligible, qualified, and experienced contractors for the Rehabilitation of WASH Facilities in
19 Health Centers across Puntland.
All interested bidders are requested to carefully read the instructions, eligibility criteria, scope of
works, and submission requirements set forth in this Invitation to Bid (ITB) before preparing their
submissions.
- PROJECT BACKGROUND
Access to adequate water, sanitation, and hygiene (WASH) services in health facilities is a critical
determinant of quality healthcare delivery and patient safety. Inadequate sanitation infrastructure in
Puntland health facilities undermines infection prevention and control (IPC) measures, exposes
patients and health workers to preventable diseases, and contributes to poor health outcomes,
particularly for women, children, and vulnerable populations.
Under UNICEF’s WASH programme and in coordination with the Ministry of Health, this intervention
targets 19 health centers across Puntland to improve sanitation and hygiene infrastructure in
compliance with national health facility standards and SPHERE standards. Works are scheduled to
commence in January 2026 and be completed by 31 December 2026, implemented across three
reporting phases.
- SCOPE OF WORKS
The scope of works includes, but is not limited to, the following:
▸ Rehabilitation of existing twin latrine blocks and associated superstructures
▸ Construction/rehabilitation of handwashing facilities with water connections
▸ Rehabilitation of water tank and supply systems, where applicable
▸ Site clearance, grading, and finishing works
▸ All civil, plumbing, and sanitary works as detailed in the Bill of Quantities (BoQ)
▸ Works must comply fully with the technical drawings, specifications, and BoQ provided

part of this ITB. Bidders must price all items accordingly.
