EDC is seeking a Finance and Resource Mobilization Specialist for a proposed education consultancy in Somalia focused on the development of the National Teacher Professional Development Plan (TPDP). The assignment will support the Ministry of Education, Culture and Higher Education (MoECHE) to produce a comprehensive, quality-assured, and implementation-ready national teacher professional development plan aligned with the National Teacher Competency Framework (NTCF), the Somalia Education Act (2023), and the National Transformation Plan 2025–2029. The assignment is designed to help establish a coherent national system for continuing professional development (CPD), strengthen quality assurance, support certification and monitoring systems, and improve teacher professional development across Federal Member States, school types, education levels, and Integrated Quranic Schools.
Position Description
The Finance and Resource Mobilization Specialist will lead the financial and resourcing dimensions of the TPDP, ensuring that the final plan is realistic, costed, and financially sustainable. The specialist will help develop the financing strategy for implementation, including options for government budget integration, donor coordination, and phased resource mobilization. This role is critical to ensuring that Phase I of the TPDP is supported by practical financial planning and that the broader multi-phase rollout is grounded in feasible funding pathways within Somalia’s education sector context.
Key Responsibilities
- Lead the development of the TPDP financing strategy, including funding options, phasing, and sustainability considerations.
- Advise on government budget integration pathways for CPD, including approaches for transitioning toward a named recurrent budget line.
- Support the design of donor coordination and alignment mechanisms to help manage short funding cycles and improve financing coherence.
- Contribute to the development of operational and financial planning instruments required for the launch of Phase I.
- Help prepare activity-level cost estimates, unit cost assumptions, and financial planning inputs across relevant phases of implementation.
- Provide technical input on pooled funding approaches, financing architecture, and resource mobilization options appropriate to the Somali context.
- Ensure that financial planning is aligned with implementation timelines, institutional responsibilities, and work plan milestones.
- Advise the team on World Bank fiduciary considerations and other relevant financial compliance issues affecting the assignment.
- Work closely with the Team Leader and other technical specialists to ensure that financing considerations are integrated across all major deliverables.
- Contribute written sections, recommendations, and review comments to support a credible, implementation-ready final TPDP document.
