Prequalified Enumerators – Garowe, Gardo, Bossaso, Galkaio and Lascanod Districts

The purpose of this assignment is to establish a prequalified roster of enumerators based in Garowe, Gardo, Bossaso, Galkaio and Lascanod Districts. The enumerators will support Save the Children surveys, assessments, monitoring activities and evaluations in Health, Nutrition, WASH, Livelihoods, Education, Child Protection and Child Rights Governance.

The roster will be valid for two years and may be extended based on organizational need and satisfactory performance. Being included on the roster does not guarantee employment or a minimum number of working days.

3.1 Specific Activities

• Attend required training on the assignment, data-collection tools, ethics, safeguarding and field procedures.
• Take part in pretesting the tools and provide feedback before fieldwork begins.
• Conduct household surveys and other structured interviews using approved digital or paper tools.
• Support key informant interviews (KIIs), focus group discussions (FGDs) and structured observations.
• Collect data in urban, rural and remote locations within the assigned area.
• Transcribe and translate interview notes or recordings when required.
• Review completed forms and submit data at the end of each field day.

3.2 Duties and Responsibilities

• Understand the purpose of the assignment, the data-collection tools and all field instructions before starting work.
• Follow the approved sampling and respondent-selection procedures.
• Introduce yourself clearly and obtain informed consent before every interview or recording.
• Interview beneficiaries, community members, government officials, teachers, health workers, service providers and other respondents as assigned.
• Ask questions as written, remain neutral and avoid influencing responses.
• Record information accurately and check each form before leaving the respondent or data-collection site.
• Facilitate respectful FGDs and ensure all participants have an opportunity to contribute.
• Share daily progress and report field, security, safeguarding or technical concerns immediately.
• Participate in debrief meetings and correct verified data-quality issues promptly.
• Return all equipment, forms and materials provided by Save the Children.

Enumerators must:

• Follow Save the Children Child Safeguarding, Anti-Fraud and Code of Conduct policies.
• Treat every participant with respect, dignity and without discrimination.
• Ensure participation is voluntary and explain that respondents may refuse or stop an interview at any time.
• Follow the approved consent and assent process when children are involved.
• Protect respondent privacy and keep all information confidential.
• Never promise money, services, employment or assistance in return for participation.
• Report any safeguarding, abuse, exploitation, fraud or serious misconduct concern through the agreed reporting channel.
• Keep phones, tablets, recordings, forms and data secure and report any loss immediately.

• Minimum bachelor’s degree or Diploma in public health, Nursing, Nutrition, humanities and Social Sciences, Education, Business administration/Economics, Statistics, Development Studies, or another relevant field.
• Previous experience conducting surveys, assessments, monitoring or evaluations.
• Experience conducting household interviews, KIIs, FGDs or community-based interviews.
• Experience using KoboCollect, ODK, CommCare or another mobile data-collection tool.
• Previous experience with SCI is added value.
• Good spoken and written Somali and working knowledge of English.
• Current residence in, or strong knowledge of, Garowe, Gardo, Galkaio, Bossaso or Lascanod and surrounding communities.
• Ability and willingness to travel to rural and remote locations when required.
• Good communication skills, honesty, reliability and attention to detail.
• Basic computer skills, including Word, Excel and data entry.

For each assignment, enumerators will be expected to submit:

• Complete and accurate digital or paper data-collection forms.
• Daily fieldwork updates and prompt reports on any challenges or incidents.
• Corrected records where data-quality issues can be checked and resolved.
• Clear interview notes and audio recordings when recording has been approved.
• Accurate Somali-English or English-Somali transcripts and translations when required.
• Final submission of all data, forms and materials through the approved channel.

All enumerators are required to follow the standards below:

1. Safeguarding and ethics

• Obtain voluntary informed consent before every interview.
• Follow all safeguarding and PSEA requirements.

2. Professional behaviour

• Treat all participants with respect and remain neutral during interviews.
• Follow supervisor instructions and agreed field procedures.

3. Confidentiality and data protection

• Do not share respondent information, photos, recordings or data without authorization.
• Store and submit all data using the approved process.

4. Integrity and accountability

• Never invent, copy, change or falsify interviews or responses.
• Report mistakes, concerns and incidents immediately.

5. Respect and inclusion

• Respect local culture and support the safe participation of women, men, children and persons with disabilities.
