Job Description

The Position:

The Planning, Monitoring and Evaluation (M&E) Analyst position is located in the UNFPA Kenya Country Office (CO). The Planning, M&E Analyst supports the CO by providing technical expertise in planning, progress monitoring, and results-based reporting. Key responsibilities include advancing knowledge management, supporting  the application of results data for programmatic and management adjustments, and upholding rigorous standards for evaluation across both development and humanitarian settings.

The Planning, M&E Analyst works under the direct supervision of the Gender/GBV Advisor and works in close collaboration with the M&E Specialist, Programme and Operations teams to ensure timely and compliant programme delivery.

Job Purpose:

The Planning, M&E Analyst will contribute to results-based management, including effective results planning, monitoring, reporting, knowledge management and evaluation to advance the implementation of the Country Programme in alignment with Government priorities across both development and humanitarian contexts. S/he will provide daily technical support to the CO.

You would be responsible for:

Results planning

  • Facilitate and substantively contribute to defining results:
  • Contribute to the development of quality and robust M&E frameworks to guide monitoring, reporting, and performance management during programme implementation
  • Provide technical inputs for the development of theories of change of the programme/project counting the past, present and future contexts
  • Ensure the development of annual and multi-year results plans for the programme
  • Support the development and quality assurance of implementing and strategic partner workplans to operationalize results
  • Prepare  field monitoring plans and quality assurance processes
  • Ensure  the use of evaluation results for evidence-based planning
  • Support the formulation of United Nations Sustainable Development Cooperation Framework joint programming.

 

Monitoring

  • Provide technical inputs to the monitoring and tracking of results against Country Programme targets and the UNFPA Strategic Plan:
  • Provide technical inputs to mid-and-annual reviews of the programme
  • Ensure the monitoring of workplan implementation in collaboration with programme staff
  • Support field monitoring and coordinate with programme team and promote use of monitoring visits recommendations
  • Support collecting and analyzing data and evidence including higher-level indicators and oversee regular data quality checks
  • Active participation and provide relevant inputs for joint UN joint results groups and other joint monitoring mechanisms
  • Provide inputs for implementing adaptive and innovative monitoring practices such as remote monitoring, real-time monitoring
  • Contribute to the implementation of the assurance plans including the spot checks for Implementing Partners (IPs).

 

Results reporting and communication

  • Facilitate the reporting of the country programme results to internal and external audiences.
  • Analyze and interpret quantitative and qualitative data and information for the programme and produce analytical reports to inform reporting and decision-making
  • Ensure and drive the development of high-quality and timely programme, humanitarian response and partner reports
  • Ensure  quality assurance of IP quarterly and annual reports
  • Support the development of donor progress and annual reports
  • Provide results and generate data for producing external reports such as the United Nations Sustainable Development Cooperation Framework
  • Prepare communication of results (briefs, newsletters, stories, etc.) for both internal and external dissemination in close collaboration with communication staff
  • Develop visual and narrative presentation of results through infographics, dashboards, and story maps

 

Evaluation

  • Provide technical support to the CO in the implementation of the UNFPA Evaluation Policy in the Country Office
  • Contribute to the development, implementation and monitoring of the costed evaluation plan in the country office, including an annual update and regular monitoring of implementation of planned evaluations
  • Provide technical advice in the evaluation processes, including reviewing deliverables to ensure they meet UNFPA Evaluation Quality Standards
  • Promote the use of evaluation findings and recommendations in programme management and organizational decision-making
  • Coordinate the monitoring of evaluation management response implementation
  • Assist efforts to enhance UNFPA internal and national evaluation capacity development

 

Knowledge management and culture of results

  • Contribute to knowledge and information management and maintaining a culture of results
  • Ensure implementation of results-based management (RBM) principles and standards
  • Provide technical support to implementing partners on strengthening capacity development on RBM
  • Promote interventions for utilizing results and demonstrate adaptive management
  • Identify, disseminate and use good practices, lessons and knowledge
  • Support results communication in collaboration with relevant staff
  • Support in maintaining updated UNFPA’s internal information systems and ensuring data consistency with inter-agency reporting mechanisms e.g. UNINFO.
  • Participate in inter-agency coordination meetings on M&E, IM, and knowledge sharing in humanitarian and development responses.

Perform any other duties as may be assigned by the supervisor or designated authority.

Skills and qualifications

Education:

  • Master’s degree  in statistics, development studies, economics, public health, population studies, demography and/or any other related social science discipline.

Knowledge and Experience: 

  • Experience  in results-based management,  planning, monitoring, reporting, evaluation and information management, or knowledge management within development and/or humanitarian contexts
  • Good knowledge of monitoring and evaluation, evaluation design, data collection, analysis, and reporting
  • Experience supporting the management of evaluation processes
  • Good computer skills, experience in data visualization and the use of analytical software (e.g., Power BI)
  • Ability to provide M&E technical support to the programme team and IPs
  • Ability to synthesize programme performance data and produce analytical reports

Languages: 

Fluency in the English language is required.
