CONSULTANCY FOR BASELINE ASSESSMENT FOR THE WATER FOR RESILIENCE (W4R) PROGRAMME
Founded in 1956, the Danish Refugee Council (DRC) is Denmark’s largest, and a leading international NGO – one of the few with a specific expertise in forced displacement. In 40 countries 9,000 employees protect, advocate and build sustainable futures for refugees and other displacements affected people and communities.
DRC is implementing the Water for Resilience (W4R) Programme in Somalia and Somaliland. The programme aims to improve sustainable, climate-resilient access to safe, reliable, and affordable water services for vulnerable rural and peri-urban agro-pastoralist communities through a combination of improved water service delivery, market systems development, private-sector engagement, investment, and strengthened water governance.
The programme is being implemented across two target corridors: Afmadow, and Togwajaale and works with households, water service providers, community water management structures, operation and maintenance actors, solar suppliers, financial institutions, investors, and local authorities.
DRC intends to engage a qualified consulting firm to conduct a comprehensive baseline assessment that will establish baseline values for the W4R programme indicators and generate evidence. The findings will provide the reference point for measuring programme progress at midline and endline and will support programme implementation, adaptive management, and learning.
