To implement, within three months, a scoped and non-overlapping set of high-priority GEMS and MIND enhancements identified in the June 2026 requirements consolidation ,focused on registration data quality and privacy, role/permission and on-site security controls, the Bilateral Meeting Rooms module, GEMS statistical reporting, and MIND invitation-management functionality, so that these items can proceed in parallel with the existing consultancy rather than queue behind it.

Duties and Responsibilities
The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Events Unit is located within Global Knowledge and Advocacy Division of UN-Habitat. One of the Division’s key mandates is to promote strategic alliances to support achievement of the goals of adequate shelter for all, and sustainable urbanization and human settlements development. The World Urban Forum (WUF) provides a flagship platform for UN-Habitat’s key stakeholders as well as its corporate programme and priorities. The WUF is a non-legislative technical forum convened by the UN-Habitat biannually since 2002. The forum gathers a wide range of experts from every walk of life. Participants of the forum include but are not limited to national, regional and local governments, non-governmental organizations, community-based organizations, professional, research institutions and academia, professional, private sector, development finance institutions, foundations, media, United Nations organizations and other international agencies. The WUF is recognized as the foremost global arena for interaction among policymakers, local government leaders, non-governmental organizations and expert practitioners in the field of sustainable urban development and human settlements. The WUF has been identified as a key platform to support implementation of the New Urban Agenda (NUA) adopted at the Habitat III conference. The WUF provides opportunities for stakeholder organizations of all kinds to come together to share the latest in innovative advances in sustainable urban development and projects showcasing the implementation of the NUA. Responsibility Under the overall supervision of the Chief of the Events Unit, and in technical coordination with Senior Digital Innovation Lead and Infrastructure Engineer, the incumbent will be required to perform the following functions: • Build the chaperone consent workflow into online registration, including digital signature and a 24-hour amendment window. • Create a self-service data-deletion request with grace period, periodic retention-confirmation prompts, dormant-account archive/reactivation flow, and a ‘Manage My Data’ dashboard section. • Create On-site station, credential and badge security: unique per-operator login tied to station; time-boxed and network-restricted on-site access; alerts on suspicious access patterns; daily station activity report; host-country station assignment record; evaluate copy/paste and screenshot restrictions on sensitive fields. • Create AI-assisted photo/background quality check at capture. • Build Multi-language and accessibility: add the accessibility-needs question; add multi-language registration forms (host-country language plus French, Spanish, Arabic, Russian). • Build Age Demographics report; Session Attendance report (summary and detailed); host-country-restricted data and reporting views. • Remove organisations with zero participants; fix the ‘Authored on’ date-range filter; resolve duplicated PLE events during slotting. • Create a WCuD2026 event on a host events legislative workflow with Media accreditation and Expo applications / moderation. • Create a WCD2026 event on a host events legislative workflow with Media accreditation. • Create a WHD2026 event on a host events legislative workflow with Media accreditation. • Build a Post Your Event cards stay editable until the day before each event’s scheduled date, replacing the fixed cycle-wide closing date. • Report Your Event activation: auto-activate the button on event end date/time or moderator approval, removing the manual step. • Create standalone Excel export of Post Your Event submissions. • Develop a combined single-file PDF of Post Your Event + Report Your Event once both are submitted. • Create Post Your Event images push automatically to the Urban October website on approval. • Post Your Event form alignment: fields, dropdown lists, and upload limits (2 files / 200MB / jpg, png, pdf) per the agreed spec. • Report Your Event form alignment: attendee/dignitary counts, narrative fields, quotes, photo/caption/copyright fields per the agreed spec. • Create Check the Urban October website for the code consistency and the new 2026 integration. • Create Urban October events in GEMS with the Urban October website integration.
