The Position:
The purpose of this consultancy is to provide technical implementation support for the rollout and operationalization of the UNFPA Supply Chain Control Tower and Supply Chain Orchestration and Analytics (SCOA) framework at regional and country level.
The consultant will be based in Nairobi, Kenya, and will work under the technical supervision of the Supply Chain Orchestration and Analytics Specialist (Team Lead) for Nairobi, with close coordination with the UNFPA Supply Chain Management Unit (SCMU) SCOA Hub in Copenhagen. The consultant will function as a mobile technical expert supporting Country Offices (COs) and Regional Offices (ROs) in the practical implementation of Control Tower dashboards, orchestration workflows, supply chain analytics tools, and related capacity-building

The UNFPA Supply Chain Management Unit (SCMU) is self-funded and was made operational in January 2022. It is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.

You would be responsible for:
- Control Tower Implementation Support
Support the operational rollout of the UNFPA Supply Chain Control Tower platform across Country Offices and Regional Offices. Activities include:
- Supporting onboarding of Country Offices to Control Tower dashboards and analytics tools
- Assisting country teams in integrating Control Tower insights into operational supply chain management processes
- Supporting configuration and validation of supply chain data flows used within the Control Tower platform
- Providing hands-on technical assistance to procurement, shipping, and inventory teams on the practical use of dashboards and analytics tools
- Supporting the identification of supply chain risks, bottlenecks, and operational challenges using Control Tower insights
- Country-Level Supply Chain Analytics Support
Support Country Offices in strengthening the use of supply chain data for operational decision-making. Activities include:
- Supporting the analysis of procurement, shipment, and inventory datasets at country level
- Developing analytical views and dashboards to support country supply chain monitoring
- Supporting the monitoring and reporting of key supply chain performance indicators (KPIs)
- Identifying opportunities for supply chain optimization, operational efficiency, and improved visibility
- Supporting the development of early warning indicators related to supply chain risks
- Capacity Strengthening and Training
- Support the strengthening of supply chain analytics and orchestration capacity within UNFPA Country Offices. Activities include:
- Supporting the delivery of training sessions on Control Tower tools and supply chain analytics
- Providing hands-on coaching to supply chain personnel on the use of dashboards and data-driven decision-making tools
- Supporting the development of training materials and practical implementation guidance
- Contributing to the development of a community of practice on supply chain orchestration and analytics
- Knowledge Management and Continuous Improvement
Support knowledge generation and institutional learning related to supply chain orchestration and analytics. Activities include:
- Documenting lessons learned from Control Tower implementation across countries
- Supporting the development of operational guidance and implementation playbooks
- Contributing to the refinement of supply chain orchestration methodologies
- Supporting analytical studies and scenario analysis related to supply chain performance
- Collaboration and Stakeholder Engagement
Support collaboration between SCMU, Regional Offices, and Country Offices to strengthen supply chain orchestration. Activities include:
- Facilitating coordination between SCMU technical teams and country supply chain personnel
- Supporting collaboration with external partners involved in supply chain operations
Contributing technical inputs to supply chain analytics initiatives and resource mobilization efforts where relevant.
