- The consultant shall provide ECA with the datasets (preferably in Excel format) used to generate the charts, graphs, and other figures presented in the study report. 2. All the written outputs shall be prepared in English. All outputs shall be prepared using single line spacing, Times New Roman 12 font size, contain page numbering, a list of acronyms, a table of contents, footnotes, references, relevant annexes, and appendices. 3. All work submitted must be the original work of the consultant and contain proper citation and recognition of reference documents and data sources

Duties and Responsibilities
The Consultant will work under the overall guidance of the Director of the Macroeconomics, Finance, Governance & Planning (MFGPD) and the Chief, Finance and Domestic Resource Mobilization Section (FDRMS), in close collaboration with the assigned ECA Staff. He/she will work under the direct supervision of a Chief, Finance and Domestic Resource Mobilization Section The tasks to be performed by the Consultant include:
- Desk review of UMRC readiness referencing to the available structure and documents to get an understanding of the company and Government involvement.
- Conduct interviews with internal stakeholders – potential investors,
- Conduct a feasibility study on the state of market and its readiness to initiate the business.
- Based on the findings above, make recommendations to the Uganda Government on the arrangement of the proposed PPP
- Identify possible candidates to ensure acceptable levels of subscription as shareholders with assured Government participation. The outcomes of this feasibility study should inform decisions leading to the establishment of the UMRC under a public private partnership (PPP) arrangement.
