 Job Summary

The Finance Manager ECHO Regional Program provides overall financial leadership for the ECHO-funded regional program covering Somalia, Ethiopia, and Djibouti. The role ensures effective financial management, including budgeting, forecasting, donor reporting, compliance, financial analysis, and risk management in line with donor requirements and Action Against Hunger policies. The position also oversees financial systems’ integrity within Sylogist Dynamics 365 and supports strategic decision-making through accurate financial insights.

Purpose

The purpose of the role is to ensure efficient, transparent, and compliant management of ECHO program funds by strengthening financial planning, reporting, and control systems. The position safeguards donor resources, enhances financial accountability, and supports effective program implementation through sound financial management and analysis

Engagement

The Finance Manager works closely with country finance teams in Somalia, Ethiopia, and Djibouti, program and technical teams, regional and HQ finance departments, donors (ECHO), and audit teams. The role also engages with ERP/system support teams to ensure data accuracy and system effectiveness.

Delivery

Leads regional financial management by overseeing budgeting, forecasting, donor reporting, awards management, and financial analysis. Ensures strong compliance, internal controls, and accurate financial systems management in Sylogist Dynamics 365, while supporting audits, risk management, and capacity building across Somalia, Ethiopia, and Djibouti finance teams.

Essential role responsibilities

1.Budgeting, Forecasting and Financial Planning

  • Lead preparation, consolidation, and monitoring of program budgets, forecasts, and financial plans.
  • Coordinate Budget Follow-Up (BFU) meetings with program and support teams.
  • Support proposal budget development, revisions, cost extensions, and no-cost extensions.
  • Monitor budget utilization, burn rates, and pipeline projections.
  • Ensure budget planning aligns with donor regulations and implementation plans.
  • Develop and maintain budget tracking tools and Country Financial Plan (CFP) updates.

2.Financial Reporting and Analysis

  • Prepare accurate and timely donor financial reports for ECHO and related awards.
  • Ensure reconciliation between donor reports, BFUs, trial balances, and Sylogist Dynamics 365.
  • Review financial transactions and validate coding accuracy.
  • Provide monthly financial analysis and management reports.
  • Monitor spending trends and identify financial risks or variances.

3.Awards Management and Donor Compliance

  • Support full award cycle management from proposal stage to close-out.
  • Ensure compliance with donor regulations, internal policies, and contractual obligations.
  • Review financial documentation and supporting records for donor eligibility.
  • Support donor audits, internal audits, and compliance reviews.
  • Follow up implementation of audit recommendations and corrective action plans.

4.Financial Systems and ERP Management

  • Support financial management through Sylogist Dynamics 365 ERP system.
  • Ensure correct financial coding including initiatives, sectors, locations, and awards.
  • Support system reconciliations and data quality improvements.
  • Coordinate with HQ and regional teams on system corrections and improvements.
  • Support extraction and analysis of financial data from Sylogist and related systems.

5.Internal Controls and Risk Management

  • Ensure strong internal controls and compliance across all financial processes.
  • Monitor bank reconciliations, accruals, advances, and balance sheet accounts.
  • Support review and clearance of long outstanding balances.
  • Identify financial risks and implement mitigation measures.
  • Promote fraud prevention and compliance awareness within the finance team.

6.Capacity Building and Team Support

  • Provide technical support and coaching to finance and non-finance staff.
  • Conduct training on donor compliance, budgeting, forecasting, and financial reporting.
  • Support country and field teams in strengthening financial management capacity.
  • Contribute to development of finance SOPs, tools, templates, and guidance notes.
  1. Supervisory and Budget Responsibilities
  • Provide technical supervision and support to finance staff supporting the ECHO regional program.
  • Review financial deliverables and ensure quality and compliance.
  • Support coordination between Somalia, Ethiopia, and Djibouti finance teams.

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.

III.           Working Conditions, Travel and Environment

The duties of the job require regular attendance at least five days per week and occasional travel within Somalia and to Ethiopia and Djibouti if required

Skills and qualifications

  1. Required Qualifications and Professional Experience

–          University degree in Accounting, Finance, Business Administration, or related field.

–          Minimum 4–6 years of finance experience in INGOs/NGOs.

–          Strong experience managing ECHO and donor-funded awards.

–          Strong knowledge of budgeting, forecasting, donor reporting, and financial analysis.

–          Experience working with ERP systems, preferably Sylogist Dynamics 365.

–          Strong understanding of donor compliance and audit requirements.

–          Advanced Microsoft Excel and analytical skills.

–          Strong financial management and analytical skills.

–          Ability to work independently and under pressure.

–          Strong communication and coordination skills.

–          Strong team management and capacity building skills.

–          Excellent organizational and planning skills.

–          High integrity and attention to detail.

–          Fluency in English required.
