This position is located in the United Nations Support Office in Somalia (UNSOS) and based in Mogadishu. Under the overall oversight and leadership of the Principal Security Adviser of UNDSS Integrated Security Workforce in Somalia and the management of the Chief Security Officer, the incumbent will report to the Head of Fire Safety Unit/Deputy Chief Security Officers for Administration and Support.

Responsibilities

Within delegated authority, the Fire Safety Officer will be responsible for the following duties:

  • Assists the Head of Fire Safety Unit in the management of all aspects or supervision of the unit.
  • Maintains productive and efficient liaison and cooperation with authorities of host government fire, disaster relief and emergency services.
  • Ensures the effective management of a 24/7 Fire Service capable of controlling fire incidents, car accidents, HAZMAT spills and other emergency situations.
  • Assists in drafting and updating the Fire Safety Plan and Emergency Evacuation Plan and to coordinate drills and training sessions.
  • Provides supervision and coordination as per the facility specific Fire Safety Plan.
  • Coordinates with mission’s facilities personnel, Fire Safety focal points of affiliated agencies and organization management on fire safety issues.
  • Conducts regular fire risk assessments and fire safety inspections; reports all shortcomings and makes recommendations aimed at the rectification of shortcomings and the elimination of potential hazards in order to meet applicable fire safety standards.
  • Conducts technical assessments/evaluations of Fire Detection and Alarm Systems (FDAS).
  • Assists in drafting specifications for all equipment and devices, including FDAS and Personal Protective Equipment (PPE) such as: protective clothing, self-contained breathing apparatuses (SCBA incl. filling compressors), fire extinguishers, hoses and nozzles, portable, immobile and fixed pumps, rescue equipment, etc. and provides for the maintenance of their continuous full state of readiness.
  • Assists in planning static installations and systems such as: FDAS, over standpipes, water supply, extinguishing systems, spill basins, construction components (partition), lightning protection, explosion proof installations, smoke extraction systems, public address systems, etc., and drafts corresponding concepts. • Maintains and supervises a functional Fire Warden System.
  • Engages in fire/emergency intervention in a supervisory position, as and when required and as set forth in the Fire Safety Plan.
  • Conducts appropriate fire safety training for unit’s personnel as part of the Fire Safety Plan.
  • Visit regional offices and support FSCO’s develop and update area-specific fire safety plan.
  • Conducts general fire safety training for all personnel.
  • Plans and supervises fire drill rehearsals at least twice a year.
  • Makes sure a competent certified entity conducts periodic inspection and maintenance of fire safety and fire suppression devices, systems and installations and maintains corresponding records.
  • Performs any other tasks as directed by the DCSO/CSO and the PSA.

Skills and qualifications

High school diploma or equivalent technical or vocational certificate is required.

Job – Specific Qualification

Certificate from a fire college, fire brigade school or fire safety training center is required. Certification in technical fire protection, rescue operations, hazardous materials (basic), and use and maintenance of self-contained breathing apparatus is required. Relevant trainings and courses in Fire Safety are desirable.

Work Experience

A minimum of eight years, with high school diploma, of progressively responsible experience in a public fire service; of which a minimum of five years of progressively responsible experience in a fire safety supervisory position, to include a position of a fire safety supervisor or equivalent is required.LanguagesEnglish and French are the working languages of the United Nations Secretariat.
