HEFO implements a range of programs designed to strengthen both the ecological sustainability of fisheries and the socio-economic resilience of fishing communities. A key focus of its work is sustainable fisheries management, achieved through the development and support of community-based systems, including Locally Managed Marine Systems (LMMS) and Marine Protected Areas (MPAs). These initiatives promote local stewardship of marine resources, encourage compliance with sustainable fishing practices, and enhance biodiversity conservation while safeguarding the livelihoods of artisanal fishers.
To ensure that management interventions are grounded in scientific evidence, HEFO conducts systematic fisheries data collection and analysis, including monitoring of fish stocks, fishing effort, and socio-economic conditions. This evidence forms the basis for informed decision-making, adaptive management, and policy development, helping both communities and authorities to make strategic choices that support long-term sustainability.
HEFO is also committed to capacity building, offering training, technical support, and mentorship to artisanal fishers, local authorities, and institutional stakeholders. These efforts enhance skills in sustainable fishing techniques, resource management, and organizational development, fostering stronger local governance and greater community ownership.
In parallel, HEFO promotes livelihood enhancement and value-chain development, supporting initiatives such as cooperative strengthening, post-harvest handling, market linkages, and alternative income-generating activities. These interventions increase household resilience, improve food security, and create opportunities for women and youth in coastal communities.
As part of expanding and strengthening its fisheries programs, HEFO seeks a Fisheries Programme Coordinator to oversee program implementation, ensure technical quality, and coordinate with government authorities, communities, and partners.
- Purpose of the Position
The Fisheries Programme Coordinator will provide technical leadership and operational oversight for HEFO’s fisheries programs. The position ensures that all fisheries-related interventions are effectively implemented, aligned with HEFO’s strategic objectives, and coordinated with partners, contribute the resource mobilization activities, government agencies, and coastal communities.
- Key Responsibilities
Program Coordination and Implementation
- Lead the planning, implementation, and monitoring of HEFO fisheries programs in target coastal areas.
- Ensure adherence to project plans, work schedules, and donor requirements.
- Coordinate with government institutions, including fisheries authorities, coast guards, and local administrations, to ensure alignment with national policies.
- Facilitate implementation of LMMS, MPAs, marine spatial planning, and other community-based fisheries initiatives.
Technical Leadership
- Provide technical guidance on sustainable fisheries management, marine resource conservation, and coastal livelihoods interventions.
- Oversee fisheries data collection, analysis, and reporting to support evidence-based decision-making.
- Support stock assessments, GIS mapping, and monitoring of fishing grounds.
- Advise on policy development, regulatory compliance, and governance reforms in the fisheries sector.
Capacity Building and Knowledge Management
- Develop and deliver capacity-building programs for government staff, community fishers, and local NGOs.
- Mentor field staff and supervise technical teams to ensure quality and consistency of implementation.
- Document lessons learned, best practices, and produce knowledge products (technical briefs, reports, and case studies) for dissemination.
Stakeholder Engagement
- Maintain strong working relationships with government agencies, local authorities, donors, and community leaders.
- Represent HEFO in fisheries-related coordination forums, workshops, and regional networks.
- Engage with the donors for resource Mobilization issues.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Implement monitoring and evaluation frameworks for all fisheries programs.
- Ensure regular data collection, reporting, and learning events.
- Track progress against results indicators, identify challenges, and recommend adaptive strategies.
