In Ethiopia, GGGI is supporting the Ministry of Planning and Development (MoPD), the National Designated Authority (NDA) to the Green Climate Fund (GCF), and other partners to enhance access to climate finance. This assignment is part of a broader project aimed at strengthening institutional mechanisms for GCF readiness. A key component of this effort is the development of a high-quality funding proposal for submission to the GCF.
Objectives of the assignment
The primary objective of this assignment is to provide expert consulting services to transform the draft project concept, “Enhancing Community Development through Forest Restoration and Green Growth in Ethiopia-Oromia Region,” into a fully developed, investment-ready GCF funding proposal. The consultant will lead the technical writing and coordination process to ensure the proposal meets all GCF requirements and is strategically aligned with the priorities of the Government of Ethiopia and the implementing entities.
The consultant will work in close collaboration with the Development Bank of Ethiopia (DBE) and the United Nations Industrial Development Organization (UNIDO), who will serve as the accredited entities for the submission. The consultant will be responsible for consolidating input from these partners, conducting necessary pre-feasibility studies, integrating cross-cutting themes like gender and environmental and social safeguards, and managing a robust stakeholder consultation process. The goal is to support the NDA (MoPD), DBE, UNIDO, and the Oromia regional government in successfully submitting the proposal to the GCF.
Scope of Work and Key Responsibilities
Under the guidance of the GGGI Ethiopia country team and in coordination with the NDA, DBE, and UNIDO, the consultant will perform the following tasks
- Inception and Work Planning
- Review all existing project documentation, including the initial draft proposal, relevant studies, and background materials.
- Develop a detailed inception report outlining a clear methodology, a comprehensive work plan with timelines, and a stakeholder engagement strategy for the assignment.
- Present the inception to the supporting team composed of DBE, MoPD/NDA, UNIDO, OSF
- Pre-Feasibility Study and Technical Analysis
- Undertake a pre-feasibility study to assess the technical, financial, economic, social, and environmental viability of the proposed project interventions in the targeted woredas of Bale, Jimma, and Iluababor zones.
- Conduct site visits as necessary to gather primary data and validate assumptions.
- Draft the pre-feasibility report, providing data-driven recommendations to refine the project’s theory of change, logic framework, and implementation arrangements.
- Stakeholder Consultation and Engagement
- Plan and facilitate a series of stakeholder consultation workshops and meetings in Addis Ababa and the target zones in the Oromia Region.
- Ensure meaningful participation from government entities (at federal, regional, and woreda levels), local communities, civil society organizations, and the private sector.
- Document consultation outcomes, integrate feedback into the proposal design, and prepare a stakeholder engagement record for the final proposal package.
- GCF Funding Proposal Development

- Lead the writing and compilation of the full GCF funding proposal using the official and the latest GCF template, ensuring all sections are completed to a high standard.
- Integrate technical inputs from DBE and UNIDO, ensuring complementarity based on their respective comparative advantages and roles in the project.
- Develop or coordinate the development of all mandatory annexes, including but not limited to the Feasibility Study, Environmental and Social Safeguards (ESS) report, Gender Assessment and Action Plan, and the project’s Financial Model.
- Finalization and Submission Support

- Present the draft funding proposal and key findings to stakeholders (NDA, DBE, UNIDO, Oromia Region, MoA (EFD), EPA, and all relevant stakeholders, including the private sector and CSO) for validation and gather final feedback.
- Revise the proposal and all related documents based on consolidated feedback to produce a final, submission-ready package.
- Provide technical support to DBE, UNIDO, and the NDA during the GCF’s review process, including responding to any requests for clarifications or additional information.
