The purpose of this position is to establish/strengthen effective accountability and learning system in close collaboration with the MEA&L, to ensure the humanitarian accountability requirements are achieved in line with the USG grant regulations. This will include developing, reviewing and implementing a robust Accountability framework in an emergency programming context, ensuring regular data collection and reporting to facilitate immediate decision making by the project implementation team.
In order to perform this role effectively, the officer must be able to effectively communicate World Vision’s values, vision and mission and demonstrate a quality of spiritual life that serves as an example to others.
The officer will support Accountability initiatives from WV Karen office with regular field visits for technical backstopping to project teams in Wajir and Turkana Counties.

Accountability to Affected Populations (AAP)
Lead the design, implementation, and monitoring of AAP strategies in line with:
- IASC AAP Framework
- Core Humanitarian Standard (CHS)
- UNOCHA funding and due‑diligence requirements
Ensure communities are informed of their rights, entitlements, selection criteria, and complaint channels.
Promote meaningful participation of affected populations, including women, youth, persons with disabilities, and marginalized groups.
Ensure do‑no‑harm and conflict‑sensitive approaches in community engagement.
Complaints and Feedback Mechanisms (CFMs)
- Establish and oversee safe, accessible, confidential, and functional CFMs (hotlines, help desks, suggestion boxes, community meetings, digital platforms).
- Ensure standard operating procedures (SOPs) for feedback and complaints handling are developed and implemented.
- Ensure sensitive complaints (e.g. SEA/SH, protection issues) are handled in line with safeguarding protocols.
- Track trends in feedback and complaints and ensure timely response and corrective action.
Community Engagement and Communication
Coordinate two‑way communication with affected populations.
Support teams to develop community‑friendly information materials (local languages, simplified formats).
Strengthen staff capacity on inclusive communication techniques.
Facilitate community consultations to inform programme design and adaptation.
Project Planning and Development
Monitoring, Learning, and Adaptation
- Integrate accountability indicators into MEAL frameworks.
- Analyse feedback data to identify:
o Programmatic gaps
o Risks
o Community priorities
- Support real‑time programme adaptation based on community input.
- Document lessons learned and best practices for reporting to EPFs / CBPFs / OCHA.
- With the support of the project manager, ensure integration of Accountability components in the project planning, implementation, monitoring and evaluation in the project areas.
- Take the lead in the design and implementation of an Accountability & Learning plan to track delivery against project objectives.
- Effecting internal reporting schedules & templates in close liaison with the project management team, with a particular focus on checking log frames and ensuring indicators are aligned with the project objectives.

- Liaise with MEAL, Protection, Safeguarding, and Programme teams to ensure integration.
- Support the project Monthly, Quarterly, Semi-Annual and Annual Reporting as per the Program Plan and the project requirements.
- Support development of ToR’s for accountability surveys or assessments in collaboration with other project teams and identify specific data requirements.
- Provide technical support in carrying out baseline assessments, midterm reviews and end-of-program evaluations across the aligned sectors
- Develop and execute joint monitoring plans and schedules
