- JOB SUMMARY
The Humanitarian Program Coordinator provides strategic coordination and support for CARE Somalia’s humanitarian and emergency preparedness and response efforts. The role is responsible for developing and advancing the country’s humanitarian vision and strategy in line with the Country Presence Review (CPR), drawing on CARE’s extensive experience in delivering large-scale humanitarian programs.
During non-emergency periods, the Coordinator strengthens the capacity of implementing partners and field teams, while enhancing preparedness, response capabilities, and the integration of emergency and resilience programming across the Country Office.
The Coordinator collaborates closely with the ESA Regional Emergency Team on cross-border operations and works with the Regional Emergency Coordinator on key priorities, including disaster response, gender in emergencies, communications, monitoring and evaluation, and humanitarian policy.
Additionally, the Coordinator leads CARE’s external humanitarian representation and advocacy at the country level, engaging with partners, donors, and key forums. The role also involves maintaining strong contextual analysis to inform humanitarian action. The Humanitarian Program Coordinator reports to the Deputy Country Director – Programs and maintains close working relationships with the Senior Management Team and the Regional Emergencies Unit.
JOB RESPONSIBILITY 1. Humanitarian & emergency preparedness and start-up Emergency Response
Lead the development of country-level emergency scenarios, risk analysis, and response
strategies with the Senior Management Team (SMT).
- Lead rapid assessments, initiate emergency responses, and mobilize resources.
• Monitor country and cross-border contexts, providing situational updates as needed.
• Develop and implement the humanitarian response strategy in collaboration with the SMT and
Regional Emergency Coordinator.
• Lead emergency preparedness planning (EPP), including developing country-wide work plans
in line with CARE guidelines and contingency plans.
• Support staff training on EPP to strengthen regional response capacity, as required.
• Coordinate with the Regional Emergency Coordinator and HR to identify and deploy qualified
staff for humanitarian responses in Somalia.
JOB RESPONSIBILITY 2: Humanitarian Program Strategy and Representation.
Develop and drive CARE Somalia’s humanitarian vision and strategy in line with the CARE
Somalia Strategy 2024-2030, leveraging past program experience.
- Implement the CI Humanitarian and Emergency Strategy and CARE Global Strategy 2030.
• Work with the MEAL team to document and share program learning and innovation across
country, regional, and CI levels.
• Collaborate with in-country teams to develop humanitarian guidelines (e.g., cash transfers,
community-based targeting, sector integration).
• Lead national-level efforts on sequencing, layering, and integrating humanitarian and
development programming, including resilience initiatives.
• Represent the Country Office in crisis coordination forums, CI platforms, and with lead members,
in coordination with the Deputy Country Director – Programs and the Country Director.
• Engage with relevant Somali Federal Government and FMS institutions to strengthen
preparedness and capacity.
• Facilitate partnerships (funded and non-funded) with UN agencies, government, NGOs,
networks, and cash alliances.
• Lead the negotiation and development of MOUs and budgets with government ministries and
institutions.
• Develop, manage, and strengthen partnerships in current and potential humanitarian program
areas.
• Lead CARE’s external humanitarian representation and advocacy efforts.
• Collaborate with regional offices and partners on refugee return, reintegration, and host
community integration planning.
• Identify and participate in strategic humanitarian forums and coordination meetings.
JOB RESPONSIBILITY 3. Humanitarian Program Budget Management.
- Lead resource mobilization for emergency responses, including developing concept
notes, proposals, and responding to donor and member funding opportunities.
•Manage multi-sector grants, ensuring compliance with CARE and donor policies and procedures.
•Oversee the development and implementation of 6–24 month response budgets in collaboration
with the Finance Director, ensuring timely corrective actions and stakeholder updates.
•Coordinate with CI members on IPIA reviews and with the Sub-grants/Finance unit to ensure
timely disbursement of funds to partners.
•Collaborate with the Internal Audit unit to support real-time audits and address key findings.
•Work with Humanitarian Sector Leads and Program Managers to regularly review budget
variance analyses (BVAs).
JOB RESPONSIBILITY 4: Humanitarian Program Quality
Promote and ensure quality humanitarian programming across Somali Federal States, including
capacity building, monitoring, and compliance with CARE frameworks and global humanitarian
standards (e.g., Sphere, CHS, Red Cross Code of Conduct, IDP Guiding Principles).
• Lead program reviews and evaluations to capture lessons learned and strengthen crossprogram learning.
• Ensure transparent, accountable programming and strengthen feedback and
accountability mechanisms (FAM) for beneficiaries, partners, and donors.
• Lead key humanitarian coordination initiatives, including cash and community targeting
working groups.
• Ensure gender is integrated across all humanitarian programs, partnerships, and
advocacy efforts.
• Support the development and strengthening of national humanitarian policies and
procedures to improve response effectiveness and timeliness.
• Integrate disaster risk reduction (DRR) and climate change considerations into
humanitarian preparedness and response.
• Collaborate with development programs to support contextual analysis and enable
sequencing, layering, and integration across programs.
