The Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the possibility
of a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable communities in
Somaliland while creating increased income and job opportunities, thereby helping to reduce poverty.
SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030.
SDF3 funding is provided by Denmark, Norway and United Kingdom (UK).

Under SDF3, the Joint Steering Committee has approved the Climate Smart Agriculture (CSA) Project in Sanaag, which seeks to transform subsistence farming into resilient, inclusive, and marketoriented agricultural systems. Targeting 4,500 households in Erigavo and El-Afweyn districts, the project will promote climate-smart infrastructure, drought-tolerant crops, Good Agricultural Practices (GAP), Integrated Pest Management (IPM), solar-powered irrigation, cooperative development, and value chain strengthening.

To support implementation, SDF seeks to recruit an Irrigation Engineer to join the Climate Smart Agriculture Project Management Team (PMT) in accordance with the approved project proposal and
the SDF3 Operational Guidelines (September 2025). The Engineer shall provide construction supervision, contract administration, quality assurance, and technical oversight of irrigation infrastructure works, ensuring timely delivery and compliance with approved designs, contractual requirements, and environmental and social safeguards.

Skills and qualifications

  • Minimum of a Bachelor’s degree in Irrigation Engineering, Water Resources Engineering, Agricultural Engineering, Civil Engineering.
    • Registered as a Professional Engineer with a recognised national or international engineering
    professional body.

General Professional Experience

  • Minimum ten (10) years of post-qualification professional experience in irrigation engineering,
    water resources engineering, hydraulic engineering, or rural infrastructure development.
    • Experience working on donor-funded infrastructure projects in fragile and conflict affected countries.
    Specific Professional Experience
    • Minimum seven (7) years of experience in the supervision and contract administration of irrigation and water infrastructure construction works.
    • Experience in the supervision of irrigation and water infrastructure projects, including irrigation
    canals, hydraulic structures, water conveyance and distribution systems, earthworks, reinforced concrete and masonry works, on at least three (3) completed projects.
    • Experience as an Irrigation Engineer or Resident Engineer in at least two (2) completed irrigation, canal construction, canal rehabilitation, or water infrastructure projects.
    As part of the selection process, the candidates may be requested to provide examples of verifiable
    project reports from their most recent or relevant assignments. Links to reports which are available
