SOS Children’s Villages is a social development international organization working in 135 countries globally and committed to the welfare of children, often throughout the whole of their childhood, and to strengthening families and communities as a preventive measure in the fight against abandonment and social neglect. SOS Children’s Villages in Somaliland seeks to fill the following position, based in Burco. We seek to recruit an Emergency Monitoring and Evaluation Officer for SOS Children’s Villages in Somaliland. S/he should be able to complete the Monitoring, Evaluation, and documenting lessons learned. The M&E Officer will ensure that M&E tasks are implemented and adhered in according to the organizational standards.

Position Summary

The Project M&E Officer is responsible for the Monitoring and Evaluation system for the effective implementation of the emergency project. He/she ensures an effective data collection, analysis, and interpretation process, and the preparation and consolidation of quality reports. The employee undertakes various studies such as baseline, feasibility, end-line evaluations, ongoing project monitoring etc. Moreover, the employee supports the beneficiary complaint mechanism that is in place to ensure accountability. The M&E officer shares findings and recommendations for enhanced organizational performance.

Priority tasks & responsibilities

 

Monitoring and Evaluation:

Ü  Ensure that programme field activities and events meet minimum SOS standards in their delivery and planning.

Ü  Follow up the implementation of the project plan by ensuring that all the activities are carried out within the specified period.

Ü  Check the quality of the responses of the project and ensure if it is directly addressing the needs of the beneficiaries

Ü  Support the implementation of the organization’s M&E guide, tools and templates of the project

Ü  Lead and actively participate in monitoring, evaluation, and reporting research activities to be carried out in the project locations and ensure that it is conducted in line with agreed ethical principles.

Ü   Participate in the development of the programme, Idea, Concept Note, and Result-frame works.

Ü  Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings.

Ü  Participating in community/beneficiary selection processes and training & Conduct spot checks in community engagements, beneficiaries, and stakeholders to ensure inclusion and accountability

Ü  Conduct PDM, site visits/site monitoring and submit a report with clear findings & recommendations.

Ü  Undertake routine data quality verification and quality program monitoring using program quality checklists, compiling findings, and sharing them with respective program teams.

Ü  Identify, train and manage the network of enumerators and interviewers in all project areas.

Ü  Brief enumerators and interviewers (or the external evaluator) on the project and data collection tools.

Ü  Ensure the quality and reliability of survey data collected.

Ü  Ensure receipt of and review transcribed and translated KII data collected.

Ü  Share learning from the M&E process with the wider team

Ü  Support staff/partners in improving learning and sharing mechanisms in their projects

Ü  Promote a culture of two-way learning in the organization.

Ü  Document lessons learned from the field, extracted from reports and presentations, and document them in the Lessons Learned log.

Ü  Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback are adequately captured, analyzed, addressed, and responded to in a timely manner, and utilized by the program and coordination teams.

Ü  Receive complaints through telephone hotline, in writing, and in person.

Ü  Follow up on complaints received by other program staff with the same diligence as complaints received through the CRM directly.

Ü  Assist in the development of appropriate data collection tools in the ERP

Ü  Review and analyze project reports to identify the causes of potential challenges in project implementation and to enhance the quality of reporting

Ü  Ensure the development and implementation of the project M&E plan, and provide direct technical support to project staff

Ü  Work with project staff to ensure that beneficiaries participate at every stage of the project

Ü  Keep abreast of the latest developments in M&E and network with other organizations for sharing best practices and technical assistance.

Ü  Support and contribute to the organization-wide M&E learning through documentation and sharing of lessons and practices

Ü  Performs other similar duties as assigned by the project coordinator/National MEAL Coordinator.

Must criteria

Ü  Education: Minimum bachelor’s degree in M and E, Statistics, Social Sciences, Research, or other closely related fields with additional M and E training.

Ü  Experience: Minimum 4 years of direct experience in managing, executing, monitoring, and evaluating donor-funded projects.

Ü  Experience in INGOs

Ü  Demonstrated familiarity with an understanding of qualitative and quantitative Monitoring and Evaluation methodologies that incorporate rigorous statistical methods.

Competencies – knowledge, skills, abilities

Ü  Excellent interpersonal, written, and verbal communication skills

Ü  Excellent inter-personal skills, including sensitivity in cross-cultural communications.

Ü  Ability to collate and analyze raw data in a clear and coherent manner

Ü  Ability to organize and manage one’s own work, with the ability to prioritize and work under pressure

Ü  Ability to work with children or vulnerable people in an appropriate and safe manner in accordance with the SOS Children’s Villages Child Protection Policy

Ü  Knowledge for data collection platforms (Kobo toolbox, Ona, ODK, Stata, and SPSS)
