Established in 1949, SOS Children’s Villages International is the umbrella organization to which all SOS Children’s Villages, including SOS Children’s Villages Somaliland Association, are affiliated. SOS Children’s Villages is a social development international organization working in 135 countries globally and committed to the welfare of children, often throughout the whole of their childhood, and to strengthening families and communities as a preventive measure in the fight against abandonment and social neglect. SOS Children’s Villages in Somaliland seeks to fill the following position, based in Hargeisa. We seek to recruit a National Monitoring and Evaluation Officer for SOS Children’s Villages in Somaliland. S/he should be able to complete monitoring, Evaluation, and document lessons learned. The National M&E Officer will ensure that M&E tasks are implemented and adhered to in accordance with the organizational standards.

Position Summary

The National M&E Officer will assist the M&E Department in the management of SOS Children’s Villages in Somaliland programme monitoring and evaluation. The National M&E Officer will work closely with SOS Somaliland Management and Project/Program staff at national and location levels. The National officer will assist the M&E department in project activity monitoring, documentation, data collection, and analysis, as well as database management and dissemination of relevant information.

The National M&E Officer will work hand in hand with field teams and stakeholders on all programme monitoring and evaluation activities & ensure that monitoring visits are meaningful, capture the data sought, and feed into management decisions.

Priority tasks & responsibilities

Monitoring and Evaluation:

  • Facilitate the development, implementation, and continuous improvement of monitoring and evaluation plans, results frameworks, systems, processes, procedures, indicators reference sheets, databases, and data collection tools.
  • Ensure that M&E mechanisms are aligned with organizational standards, donor requirements, and Results-Based Project Management (RBPM) regulations to support effective tracking of programme performance, measurement of outcomes and impact, evidence-based decision-making, accountability, and organizational learning.
  • Support coordination programme reviews and performance assessments to identify implementation challenges, improve reporting quality, and strengthen programme effectiveness
  • Ensure programme activities and events are planned and implemented in line with NA Somaliland standards, approved plans, and agreed timelines.
  • Support and monitor the implementation of NA Somaliland annual plans, Project plans, and project work plans to ensure timely delivery of activities.
  • Monitor programme data quality, consistency, and accuracy in the programme database and other information management systems.
  • Conduct and support monitoring, evaluation, reporting, accountability, research, outcome harvesting, and learning activities in compliance with agreed ethical standards.
  • Provide technical support to staff and partners in project design, monitoring, evaluation, reporting, and the development of M&E frameworks.
  • Conduct regular field visits and quarterly monitoring missions to assess programme implementation, performance, and compliance at project locations.
  • Promote beneficiary participation and accountability throughout the programme cycle and ensure accountability mechanisms are integrated into programme implementation.
  • Ensure the effective functioning of the Feedback and Complaint Response Mechanism (FCRM), including timely collection, analysis, response, and utilization of beneficiary feedback and complaints.
  • Support facilitation capacity-building initiatives, training, and coaching for staff and partners on MEAL, RBPM, documentation, reporting, and learning processes.
  • Support programme teams in documenting, organizing, and disseminating lessons learned, best practices, success stories, and evidence-based findings to strengthen organizational learning and knowledge sharing.
  • Promote a culture of continuous learning, reflection, and two-way knowledge exchange across programmes and partners.
  • Provide regular feedback to programme teams and partners on project performance based on monitoring findings and evidence.
  • Perform any other related duties as assigned by the National MEAL Coordinator and ND.

Skills and qualifications

  • Education: Minimum bachelor’s degree in M&E, Statistics, Social Sciences, Research, or other closely related fields with additional M&E training.
  • Experience: Minimum 5 years of direct experience in managing, executing, monitoring, and evaluating donor-funded Development and Humanitarian projects.
  • Demonstrated familiarity with an understanding of results-based project management, project design, Project cycle management, and Monitoring and Evaluation methodologies that incorporate rigorous statistical methods.
  • Knowledge of MS applications; experience with Power BI, advanced Excel, databases, digital data collection, and experience in development and humanitarian work.

  • Knowledge of data collection platforms (Kobo Toolbox, Ona, ODK, Stata, and SPSS)
