Role Overview:
Programs Manager is responsible for Projects Management based on the highest standard of professionalism. The Programs Manager participates in translating the program plans into a coherent set of emergency projects that serve the intended objectives and goals. The program manager is responsible for coordinating resources to respond to development needs and immediate interventions within the country as they arise. The Programs Manager is generally responsible for coordinating the program resources & activities to ensure the implementation of all the intended program activities on time and achieving the expected results. This includes planning, implementation, and preparing reports on all program plans and projects within the specified time frame.
KEY ACCOUNTABILITIES
Under the direct supervision of the Country Director, the Programs Manager performs the following:
- Responsible for assessing the country’s humanitarian and development needs using a proper methodology and accurate research and analysis tools, taking into account the country’s context.
- Guaranteeing the placement of orders on time and according to the principles and guidelines for quality control and the various competent authorities.
- Formulate a detailed plan for assessing the program’s progress & report to country Director.
- Formulate and use appropriate tools and technologies to measure project performance against planned activities.
- Ensure all programs tasks are done on specified time, with an appropriate scope & within the allocated budget.
- Ensure the fulfillment of legal, administrative & technical requirements needed for completing programs, projects & approved activities at an appropriate time.
- Ensure the preparation of intermediary reports and sharing them with Country Director and HQ, also supervise the preparation of needed reports by the Government.
- Participate in local procurement committee & abide by Qatar Charity policies in transparent & justful way.
- Using appropriate verification techniques to manage changes in project scope, schedule, and assignments.
- Coordinates with the third party regarding internal resources and contractors to carry out project programs and activities on time
- Following up on programs and projects and making sure that partner organizations are fulfilling their obligations towards the projects while fully respecting the contractual terms.
- Finding suitable solutions to problems and difficulties that may hinder the implementation of programs and projects according to the agreed plans and specifications and promptly reporting any unsolvable issues to management.
- Carrying out the final handover procedures of completed projects according to local laws and Qatari charity policies and procedures.
- Supervising the technical team and making sure they complete their tasks according to the required standards.
- Reaching out to the government and other partners and sharing information and experiences.
- Closing completed programs and projects, and issuing final technical and financial reports in this regard. And creating comprehensive project documents.
- Working on risk management to reduce project risks.
- Working on a list of donors that include all international donors in the country.
- Managing work relationships with donors, executive partners, and all stakeholders.
