  1. The Federal Government of Somalia has received financing from the World Bank towards the cost of The Somalia Productive Resilient, and Inclusive Growth (SPRING) and it intends to apply part of the proceeds towards payment under the contract for Supply, Installation, Commissioning and Support of Biometric Capture Devices (IRIS & Fingerprint) for NIRA Multi-Modal ABIS Project for National Identification and Registration Authority (NIRA), Somalia. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
  2. The Ministry of Finance, Somalia now invites sealed Bids from eligible Bidders for Supply, Installation, Commissioning and Support of Biometric Capture Devices (IRIS & Fingerprint) for NIRA Multi-Modal ABIS Project for National Identification and Registration Authority (NIRA), Somalia
  3. Bidding will be conducted through International Competitive Bidding using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria
  1. a) Bidder’s Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last Three (3) years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member
    b) Bidder’s Experience and Technical Capacity: The Bidder shall demonstrate that it has successfully completed at least Three (3) contracts within the last seven (7) years prior to bid submission deadline, each with a value of at least USD 500 Thousand that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, all members combined may meet this requirement.
    c) Bidder’s Legal Requirements: The Bidder shall be legally registered in its country of origin.

  1. A complete set of bidding documents in English language is provided as per the attached (Below link). The document including any subsequent amendment or addition will be sent to the bidder by e-mail.

Prior registration is required for submitting clarification questions on the bidding documents and receiving automatic notice of answers and addenda to the bidding documents.

  1. Bids must be delivered to the address below on or before 20th August 2026 at 11:00am Somalia local time. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives on the same day at 11:05am Somalia local time
  2. All Bids must be accompanied by a Bid-Securing Declaration, using the form included in the bidding document.
  3. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”]
