The Government of Somaliland, through the Ministry of Information and Communication Technology (MICT), is implementing the World Bank–financed Eastern Africa Regional Digital Integration Project (EA-RDIP). The project aims to enhance digital connectivity, data exchange, and regional digital market integration.
The consulting services (“the Services”) include: to Develop Digital Inclusion Policy and Action Plan Universal Access for Marginalized Groups, to guide Somaliland’s efforts to expand equitable digital access. This support will provide an evidence-based understanding Official Use Only of connectivity and access disparities, offer strategic direction for inclusive digital services, and equip national institutions with the tools and capacity to implement, manage, and sustain such initiatives.

The Ministry of Information and Communication Technology now invites eligible Consultants to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Skills and qualifications
The short-listing criteria for the firm are:
Minimum of 7–10 years of experience in digital policy, universal access programs, digital inclusion, or related fields. Specifically, the firm shall demonstrate proven experience in successfully completing at least two (2) similar assignments
Proven expertise in assessing digital access gaps, developing strategies for marginalized populations, and designing regulatory, financial, and technical interventions for equitable ICT access.
Experience conducting consultations and coordinating with government agencies, private sector actors, civil society, and community representatives.
Knowledge of international and regional guidelines for digital inclusion, universal access, and ICT policy (e.g., ITU, GSMA, World Bank).
